the OSI model describes a standard set of steps that must occur for computer systems to be able to talk to each other, or network. You start with an application, say HTTP. A series of steps must occur in a certain order at your end so the document can be sent from your computer to another remote computer over a network. At the receiving computer those steps are reversed until the receiver sees exactly (hopefully) what you see at your terminal. The links others have suggested will give you more information.

The OSI model is a general guide or framework for creating network protocols. It specifies what should be done but not how it should be done.

As an analogy, if there was a OSI guide for building a house it might say the the walls should be strong and should keep the occupants warm. However it would not specify brick or siding. That would be up to the actual builder.
