Unfortunately, the white you are seeing is the plastic (yes, plastic) underneath the silver plating. I have only had this happen to me with silver-plated chains. True silver will only tarnish (from oxidation, which occurs from exposure to air for lengths of time, which is natural especially for silver), and the cleaner will only bring out the "bling", even if you leave it in there for hours. What the cleaner actually does is separate from the metal (in this case silver plating) anything that is attached to it (in this case the underlying plastic).

I hate to say it, but it what it sounds like was a plated necklace, not silver. The cleaner stripped the plating off, so there is no way to fix it.
If it was silver, the cleaner wouldn't have hurt it.

no it is not ruined - wash it in soapy water for a while then polish it with a soft cloth might take a while but it will work

try using an old tooth brush and some toothpaste to clean it. sounds dumb i know, but it is a trick i leaned many many years ago

if it is silver plate, it is ruined. if it is solid, take it to a jeweler and they can buff it out.
