opjames, you are on to something! And from your question, I can see that you have retained your powers of observation in a society growing increasingly numb.
I have noticed the same phenom, particularly with the blocked aisles. It is almost as if a large slice of the population are becoming zombies. This is not passive-aggressive behavior, where someone is deliberately trying to encumber you. These people are friendly enough, and when they realize they are holding up the show, there is typically a quick and polite response.
If I had to speculate, I would say that the average person just has no way to process the data being blasted at them by t.v., phone, radio, mags, newspapers, e-mail, you name it! Countless experiments have been performed where the subject responded in a similar fashion when the brain was exposed to too much sensorium:

It would certainly seem so. Not much to be done about the cell phone issue except to honk at them. The shopping cart issue is one of my big pet peeves. I have a family of six to shop for. I have a list and I want to get in and get out. If the person has left the cart in the middle of the isle and walked ahead, I move it. If they're blocking the rest of the isle standing next to the cart I say "excuse me" and add a rather forced smile so I don't come off as rude as they are. *L*

YES!!! You probably notice it because you are one of the few people left who are totally aware of their surroundings at all times.
It shocks me how self-centered this behavior is...
These people move through life as if they are the only person on the road, in the store isle, in the parking lot (ever waited for someone to vacate a parking space while they applied make-up?) on the sidewalk (stopped in a mob of flowing pedestrians)placing an order at a drive-up, trying on 85 outfits while the line forms outside the dressing room....it becomes difficult not to make a comment to them.

What do you mean by "more?" Most people are oblivious to everyone around them - and they don't need a cell phone to help them out with that. That's just a part of human nature for an individual to be off in their own little world with no regard for others.

Yes, it's happening more and more. People are more mistrustful and less friendly because they are more afraid than ever.
It's a shame, but it is a sign of who is in power. Behavior trickles from the top. If our leaders display and encourage hate and strife, the populace follow suit.
