This saying is only a puzzle if you confuse the general with the particular.
Let's suppose that tomorrow a dog is going to bite you, you're going to run into an old friend, and you're going to win a dozen new shirts for being the 1000th customer of a new shop. Those three unexpected (particular) things will be unexpected, but if you have kept in mind the saying to expect the unexpected then their unexpectedness (general) will not be unexpected.
So what the saying means is "expect unexpectedness" - which you can expect without expecting any particular unexpected thing.

The unexpected is an unknown. If you know something, than it isn't unexpected is it? The only way you can expect something is to know what you are expecting! Consequently, it isn't unexpected.

Well, I certainly didn't expect to see you there with a shirt off holding a can of beer did I? I think not. Pretty unexpected.

Yes it does happen...
But that saying, maybe, for me, means you should expect the unexpected so that you'll be aware of your surroundings and avoid the unexpected things... i dont know... its just my opinion...

I guess so, Did you ever expect to hear from someone, and in the next instant they call you on the phone. The mind is a powerful thing its a shame we only use 10% of it.

It can be unexected, until you start expecting it.
It's correct.
It can also mean "expect something weird that doesnt hapen usually and stay on your guard" - instead of just "unexpected".

If you're expecting you get disappointed when it doesn't happen. But if you're not thinking about and just wish that someday it will happen, then it happened without you thinking about thats a suprising thing!

Expectations are just preconceived resentments. The saying you refer to just means don't be surprised by changes that occur around and or to you.
