I hate this new thing - all these numbers and crap all over the place! I prefer a rude answer to a simple thumbs down; it's much more revealing about the rater as well as your question that way. If you were forced to add a comment with your rating I'd go for that maybe.

I am afraid that I would like to disagree with you on this. There can be one or two people you knows you and would be on net and at the same time looking for your questions/ answers. These one two ratings will not matter much if your question/ answer is good enough to attract ratings from other.
Secondly since the incentive of point is no more there for rating therefore these kind of mean people will not be much encouraged to do this.
So overall I think this is good incentives and will help Yahoo Answers to filter quality contents.

You're right, but the ones who continuously rate questions poorly will show as a trouble maker.
I posted a question and some kid answered with "Reported" - it was a question about my car and I put it in the proper category. At first, it shook me up, but then I realized he was just being a snot.
Plus, it gives them away. If they insist on following only your questions around to rate them poorly, it will show Yahoo! that they are just picking on you, specifically.
Hopefully, the new rating system will lower the rate of foolishness.
