Up to the point of ringing the fone company o bar the fone does this mean the skank who stole my fone this morning can access everything on that fone?

yep and depending on other factors may still have access to information, the company only block the phone if it has a reception, if it doesnt it has no effect

Using a landline, phone the phone company and have it "BLOCKED" it will be no use to anyone else.
