No, its probably because you ordered it. Check your receipt. Dell wouldn't send you something unless you ordered it (or at least paid for it...)

All computer hardware is sensative to surges; its a good idea in general to keep your computers on a surge protector. Most computer hardware issues can be traced back to the power supply, one way or the other.

That's nice of them. They may be preventing claims for power supply faults by giving your power supply protection. It's possible the power supply may be sensitive to surges. I have a power UPS (Uninterrupted Power Supply) on my computer to do the same thing. Good luck!

I have no idea. All I know is that Dell is crap and their customer service is for the birds. Plus they outsource to India, so if you have to talk to someone, you won't understand anything they're saying anyway.
