This depends on which badge you have now and where you are. More than likely, you only have up to Lt Surge and the Thunderbadge (third overall) and in order to get around, you have to use the Underground Roads to navigate.

If I'm guessing correctly, you'll need to take the path East of Cerulean city to the Rock Tunnel, which leads to Lavender Town and then take the Underground path to Celadon City. At Celadon, you'll find a woman on the top floor of the Department Store. She'll give you some tea which you can give to any of the thirsty gate wardens to open the path to Saffron City.

This is, of course, generalizing the path you have to take. You still have a couple badges in there plus you have to defeat Team Rocket at the Game Corner in Celadon and at the Pokemon Tower in Lavender Town. Email me for specific help or go to gamewinners.com or gamefaqs.com.

if your in celedon go 2 the celedon mansion the old lady will give u tea go back 2 the guard he will take the tea from u and pass it on 2 the other guards now u can pass through 2 continue on your pkm journey. good luck and glad 2 help :)

somewhere an old lady will give you tea(I dont know the name of the city but you go inside a big building). the next time you go throgh the guard they will let you through.

P.S. that city the left of the place where you cant go through.

go to celedon city and go to the building with the guy that says ouch the tea is hot then go inside the building and shes in there
