Styrofoam is best, they use it in most life jackets. It's non-permeable by water, because it's made from polystyrene, and petrolium.

Exactly what the girl said above except for pins which have a thin surface area and sometimes if placed the right way can float on water due to intermolecular forces in the water holding the pin up =)

Any of the plastic foams are going to work best: life jacket (Personal Floatation Device). Depends on what your actually considering doing in the water though. Kick boards, boogie boards, surf boards are awesome too dude. Safety first. Good Luck!
