I like R.E.M's 'Out of Time' and the internal sleeve as well but I would imagine that many would find it looking quite 'corporate' with its carefully designed logo.
Some of Lemon Jelly's have been interesting.
Tubular Bells, Dark Side of the moon, Pet Shop Boys, Joy Division/ New Order albums are iconic but they're not my favourites.
Michael Jackson's 'Dangerous' was actually a good design.
Radiohead's OK Computer or Kid A and Nirvana's Nevermind will become a favourite with many but the latter tries so hard to be clever that it immediately seems contrived.
Sergeant Pepper's sleeve is very good (though the album itself would have been better if they'd included some songs off Magical Mystery Tour).
Meatloaf's 'Welcome to the neighbourhood- very good 1950s style.

Pink Floyd, just about any cover - for the older gens.
For the newer gens? Uhm.. I'd have to go w/ the latest Tool CD (10,000 days) - mostly because if you're concidering Artwork, separate from the music (and yes you'll get a bunch of people that say TOOL SUCKS OMG!!!!) - the CD is shock full of artwork. The artist (name escapes me) even has books out there with all his art, and quiet a few museums carry his artwork.
Err, wish I knew the name, it's impossible to google search something with the word tool in it.

As far as the artwork itself I'm going to say Yes. Another band that had some amazing artwork on their covers was Molly Hatchet.
