fan working at 4000 rpm and heat sink is intact- but what is the meaning about thermal paste and pad that transfer heat from cpu to heat-sink?

well you are upgrade so much but in the same time you need to put more fan to make it faster to reduce the temperature so don't worry or you can open the cpu cover and use the fan on it put it directly to the cpu then the temperature will decreases.

As above, check that the fan is working correctly.

Second reduce the amount of applications running in the background.
To do this.....

go to "Start" and in the run command type "msconfig"
Select the "Startup" tab. Uncheck as many of the processes as you are confortable with.
I actually have ALL processes unchecked.
Restart your computer.
It will have a different feel as applications will now not auto start. You have to "tweak" your system by experimenting with what you can and cannot uncheck.
Also while working on your PC you can stop processes by right clicking on a clear part of the taskbar and selecting task manager.
Select the "processes" tab and choose the App you want to stop by right clicking and selecting "End Process"

Be warned, if you rely heavily on anti virus programs you will need to know what their appropriate processes are.

A little trial and error investigation and you will have a well behaving and safe PC.

You're looking for thermal grease. That's the stuff that goes between the heatsink and the CPU. It'll help some, but it may not solve all of your problems. Remember to clean the CPU surface and apply it evenly.

Hey
you may have to try looking at your CPU fan which might have been slowed down due to possible dust; if it was in its optimal speed and condition, a look at your chasis may worth a try!
if both mentioned were running cool, check for your M/B bios for possible overcharged things like Ram and other things.
and finally a new heat sink paste might come in handy.

dont panic it is normal ,to cool it more add another stronger fan,but you worry about something normal mine runs constandly at 86C. The paste is allready between your chip and cooler only if you remove the heatsink from the chip you may add some fresh stuff ,but like everything not to little not too much.Take care and do not worry.

If the temperature is going that high, are you certain that your CPU fan is working correctly?
