what is an Idling cervo? what is its function? how does it affect the performace of a car if it gets faulty?

I was informed that my Mitsubishi Adventure Super Sports 2000 model is equipped with an idling cervo that seemed to be faulty.

Servo, The device is actually an "idle speed control". Several tests from the drivers seat, Start the car cold does the idle go up to 1,200 or higher and slow down to idle when engine warms up, does the engine speed change a/c on and off? does the engine speed change when the power steering is turned full right and held aginst the stop? if you notice all the above speed changes take your machine to someone else. And does it set a check engine light?
