The reasons can be many depending on your machine configuration.

Even if you have PIV processor and have an old hard disk (10 GB or lower), your system will be slow. If this is the case then buy a large hard disk (40/80GB) as new hard disk will have fast RPM and will speed up your machine.

Try to remove applications from start-up menu. If you have Win 98, then type msconfig in >Start>Run> msconfig and un-check application which you think can be stopped during the machine start. this will also save you lot of memory and increase your machine speed.

If your machine is running slowly, you probably have a LOT of processes running simultaneously, and may have a virus or two or five eating up your memory.
Hit Control-Alt-Delete and when the Task-Manager pops up, hit the tab for "Processes" - Any "User" processes can be turned off easily (just don't turn off Explorer or you'll have to reboot). Leave "System" processes alone. See if that helps.
If not, run an antivirus program (there are tons available for free, and Windows has a pretty good one, too), and a Spyware deleter, like Spybot (also free). See if that helps.
If not, take it to a dealer for service (but please, God, not the GeekSquad who will wipe your hard-drive and expect you to pay for it).

you will have to see if the hardware requirements for the software installed on ur computer is sufficient or not. to check that, do the following:
press ctl+alt+del
this will open "windows task manager"
in that press "performence" taskbar.
there the current usage of CPU and Memory (RAM) will be displayed. usually the CPU usage is ok. Important is to see the "PF usage" which indicated the memory being used in MB. if its more then ur present RAM, u need to increase the RAM. if its under your present RAM, then u will have to find which application is slowing down your system. applications like oracle, visual basic .net, anti-viruses, etc really slow downs the system.

If u have RAM of 256 or 512 then the problem is not with RAM. U better reinstall windows and other softwares u need, also remove unnessary softwares.

1. Click on Start>Run type 'msconfig' and hit enter. From the 'Startup' tab click on 'Disable all' and restart the pc. (Don't worry XP run fine without startup programme).

2. Right click on 'MyComputer'>Properties>Advance>Setting>Visiual Effects and click on 'Adjust for the best performance'.

3. Right click on 'MyComputer'>Properties>Advance>Setting>Advanced>Change> and give same value for the 'Initial size & Maximum size' (see note below) and click on set and restart the pc.

Note: For creating value of the Initial & Maximum size, Multiply your 'RAM' x 1.5

If your RAM 512, the value will be 512 x 1.5= 768.
If 256, it will 256 x 1.5=384

Run a adware program to see if you have lots of junk that is slowing down your computer! Adware programs are free.
Ad-Aware and Spybot are both good ones.

Defragment the disk ,speed gets improved
and remove temp files
type %temp% fin run command of start menu

upgrade ur RAM first if it's not enough....
after that take a look at your TASK MANAGER and find out which program is takin a lot of process and uninstall or deactivate it if u aren't usin it.
also don't replace CELERON processor with FULL CACHE

Check for Virus. Also, try deleting some extra programs that you do not use usually.
