I once had a work friend who told me about a time when he was on the London underground with a guy opposite him who was clearly hammeed on meths or something. He kept murmering to himself.

Well, anyway, two guys walked up and tried to give the old guy money (he thought they were Danish missionarys or something) but he was so out of it he tried to fight them off. In the end they just slipped the money in his top pocket and got off the next stop.

My mate thought to himself "Well, he is only going to spend it on more booze" so he tried to take the money out of his pocket. However the old trampy guy tried to fight him of, so my "mate" gave him a right hook, took the money and scarpered.

The thing is, he really thought he had done a good deed by doing this. Plus, he said it helped him out with his night in London. What a guy.

This guy has an illness, a very complex and divisive illness, call for help and give him no help - the quicker he hits bottom the quicker he will bounce back up. They should put him out of the library

Either join him or leave, or move away from him. Drunks can be annoying.

I'm surprised the library didn't kick him out the second they saw the bottle in his hand.

Ask him for some, then chill out. You never know maybe he'll turn out to be interesting. If not, just ask the librarian to call the police and carry on browsing :)

Go and tell whoever is in charge he could create a sorry situation and involve innocent people who are just getting on with their daily ordinary lives.

Well, it depends on what you want. You have these options::
If you wanna have a gulp, then you should ask him.
If he is annoying you because he's too loud, then tell him to be quiet.
If you want him to leave, report him to the librarian.

If it bothers you, quietly and privately tell someone that works in the library, otherwise, just leave it alone.
