Well its pretty illegal to steal someone else's signal, but I bet that other person is set up on a network lan connection and your wireless computer is picking up the signal. You wont be able to get connection unless that person adds you to their network. It might also be the fact that if they do indeed have a wireless router, then they might be adding only certain IP addresses to use their connection so if you are not in the list, then you cant use their ISP unless they add your IP address to their shared router. It will not be secured since they did not put a password on the router itself, but it could be that they are manually adding connections or they added a range of addresses.

Well the other signal could be originating in ur neighbourhood. So neglect that and connect with ur own wireless connection and try to update the WEP key for the wireless connection.

I assume that the signal to which you cannot connect is from a router that is not yours. The router may not be connected to the Internet. You have a great connection with the router, but that's as far as it goes.

If the router is yours, then you need to look at it.

might be you are not having the wep key for the network. check whether your able to ping the sites or check whether you are able to ping dns 4.2.2.2/ check for reply
1. if you get reply : you have to check the dns
2. if not ur wep key is not correct or you are trying to connect to a neighbours network
