well, it depends on who's idea is this? for normal people, i mean descent people every man's death is a tragedy, not man, but even dogs or cats,
For example, there is a joke that Bush and Blair are sitting in a Bar, and someone stepped in. They called him and asked him a question, What you think if we bomb Lebanon and kill 1000 human and one bicycle repair man?
The man answered, why one bicycle repair man?
Blair turned to Bush and told him, Didn't i tell you know one will care about a 1000 men?
Unfortunately we are rolled by bunch of guys who secured themselves with millions dollars security systems and do not care about any human neither from their own countries nor from other countries

death of a man is a tragedy because it is a isolated event. With only 1 person to direct our feelings to, his/her demise becomes a tragedy. The death of thousands brings to our mind thousands of victims, with the intense feelings spreaded to so many people, you will no longer feel so sad and feels that it is just a figure. However to those who are close to the victims, it remains a tragedy to them.
