Do they want help. You can suggest workshops, tutors and I think there is a literacy foundation you can write to and get information to maybe give. Consider that this person is going to be very embarrassed when you confront them. I would maybe see if I could find someone maybe with the same problem that is getting help and let them chit chat.
Good Luck!

I find it a bit shady that he claims to have never known this. The immigration people will too. Like me, they'll be wondering hos is it he never needed ID for school, a license, a job, or anything else. I wonder how you can make such a claim. Oh and a 20 year old isn't "abandoned." The guy is an adult. And there is no program for illegals, spoiled by their parents. There is also no real chance of such a program anytime in the near future. He should return to his native country and apply from there. Yes he will need a lawyer.

Accompany him to the library on a mutual day or evening, perhaps once or twice a week. Try to sit in a private section and pick out some "help reading" books. :)

1st he should be tested for learning disability.
If he has some LD, some specialized training might help, but at his age it wouldn't help much.
there are some drugs that could help concentration.
There are some alternative methods that could help a little, or a lot, but the results are unpredictable.
Try audio - visual stimulation or similar treatments

See if you can find an adult reading tutor in your community, or spend some time with him yourself with some simple books. Your local library may be able to provide some information for you.
