i.e. if someone were stirring up hatred AGAINST Muslims, as I have noticed a fair number of people on Answers like to do, are they in violation of the Act?
If not, it seems like an awful double standard to me.

Actually I think you are missing the point the Act was brought in specifically to protect muslims, who were on the recieving end of more and more abuse, but as "muslim" is not a specific racial grouping these individuals were not protected under the Race Relations Act.
So it is not a double standard at all, but the act does cut both ways and muslims were are preaching hate and intolerance can also be punished by the act, in the same way that those who oppress the followers of Islam can be punished by this act.

Yes is should go both ways and this double standard is a classic example of many other double standards which most people don't see so long as their not on the suffering end.

Answers is an international community, and many of its participants are not subject to that act.
For instance, here in the US, speech of this type is only considered criminal if it's likely to cause "imminent lawless action".

it is supposed to work both ways,but mostly here in uk it only works against the christian majority.

it's DIFFERENT if they do it...at least it seams like that. sad. happend in the WW2 as well - but who is going to listen to history repeating? nobody...we will see who is going to cry in the end....
