There are a multitude of agencies renedering assistance in Africa. Many are government funded (USAID, Danida etc) and also many non-governmental organisations exist. If you ant to help, as a first step I would suggest you find out who else assists in the same area.
If you know who else assist in the same geographical area, they can either help the person directly or suggest ways that you can help. They might also be able to assist you to determine if the woman is genuinly looking for help, or whether it is a scam.
Provide details as to the countray and if possible region and town where the woman is from, and hopefully someone will be able to give you a better answer. (If the woman is from South Africa, email me and i will provide whatever detail you require).

I see you have good intentions. But there is more to the situation then just sending money for a good cause. The fact is you can't control the proper disbursement of funds for this cause and others will prob ally take advantage of your efforts. I have always seen it easier to move the people to better lands and communities where they can get a job or raise crops in better soils then to pump money into something that will never be anything no matter what you do.

We have a program for non-profits that want to raise funds as this is for people that are serious and who don’t want to be misled as we have tried many things and have found a company that has been around for 21 Years and pays you to advertise for them. My wife and I just started and are doing well. It is not an MLM company and no selling, no deliveries or stocking product. My wife’s aunt has been working with this Company (Melaleuca) for a little over 3 years and home schools 3 kids and makes $9,000 a month. It is a 500 Inc company and the CEO is on the U.S. Chamber of commerce board. I can arrange a web cast with my wife’s aunt for you and you can decide by yourself and WE WILL help you be successful. It is an honest Win Win.
If you want to see a web cast (presentation) from your home let me know and I will arrange it as that truly is the way to see all about Melaleuca. Have you heard of it. We have just gotten started with my wife's aunts help as it is a team effort and it is fun. Just a quick F.Y.I. 8 out of 10 people that see the web cast join the company and 95% of the people that join re-order product each and every month. Let me know when you are ready and we will set up the web cast.

raising chickens is expensive, you need a supplier to purchase a couple hundered 3 day old chickens.
then you need chicken feed for them, there are 3 stages depending on the age of the chickens (1 week, 2 weeks, 4 weeks). feed costs about $15 for 50 kilograms which is the standard size bag.
then your friend also needs to be educated in raising chickens, desease prevention, etc.

Organize a huge garage sale featuring the unwanted stuff of several willing families, you'll not only help them but also your friend in Africa. This is a very nice thing you're doing for her and you'll be blessed in return I'm sure.

You can create a proposal or plan and work with a church or local community group where you are and/or connect with an NGO doing similiar work and ask them for suggestions and resources
