Do you mean the Basque Country?
If you do, they should be independant of Spain and France, the current ceasefire is not the first, and it won't be the last, it will not be the end of the movement for freedom. They are of a different culture and their language/dialect is vastly different from standard French & Spanish. The Spanish do not want to give them autonomy as they are so worried other regions within Spain will want to do the same
