First of all every one is confused with you question cause you have mention he and she at the same time.
As i can get it, you friend who is 12 has a size of 9".
OK, you see so many people around, does every one has same body. Some one is tall, someone average height and someone short. Same is with your penis, standard length is 6-7 inches but there are some exceptional cases where the length is more.
So don't worry, it is normal. Be happy with what you have. Medically it should be 2 1/2 - 3 inches to satisfy your partener.
You are still 15 and it will still grow.
