First, read the decimal in the proper context.
.6 If you only had this digit as .6, it would be read as 6/10, or 6 tenths of 100.
What we have is.64, which is 64/100, or 64 one hundredths, of 100.
If one were to take the fraction, 64/100, and divide 64 by 100, the result would be .64, and to change that into a fraction, becomes 2/3, but that fraction is rounded, and not quite accurate.
Consider this. If one assumes that .64=2/3, then what is 1/3 of 100? Using pennies as an example, the nearest whole number at which one can get by dividing 100 by 3, or1/3, is 33 cents, more accurately, 33 1/3 cents.
By doubling 33 1/3 cents, one gets 66 2/3 cents.
So, .64 as 2/3 is a rounded fraction.
In the real world, 66 2/3, since 2/3 is more than 1/2, would be rounded up to 67 cents, if one were paying for a product.

Here is my take: It is already in fraction form because of the 2/3. However, to simplify it, .64 x 3 = 1.92 Then +2 = 3.92/3 (3.92 over 3)
