Basically your computer sends a bit of information to another computer over the internet, with instructions to send it back as soon as it is received. It times how long it takes the bit of info to get back. That time is the ping time (I believe it is in milliseconds).
It's a test to see what your lag time is between sending info out and getting a response (low ping is especially important in video games where reaction time can mean the difference between winning and losing).

To put it in a simple answer
If you think of a Submarine
When they PING it sends out a audiable sound through the sea - when it hits a target it sends back a echo
Depending on the time elapsed they can determine how far the target is away
Same with the PING command
PING tell you is you can connect to the server that you are trying to connect to

"ping" is command prompt command that can test our network connection.
try this :
ping localhost -- for test is server on your pc is on.
ping [your_ip_number] -- to know are u connected with network
if ur not know what your ip address, u can type "ipconfig" on command prompt on your windows PC.
