Yes Electricity can be used for fishing, however it is illegal. Fish studies are conducted by transmitting a low frequency electrical charge between two rods about 4 metres apart. The fish are temporarily stunned and float to the surface where they can be counted, tagged and released.

You mean you shock the whole lake or open sea with a electricity device? I heard some fishermen are doing this but those fishes caught are not delicious!

I have heard of people shocking fish, so that they just float to the surface...but doesn't that take the fun and competition out of it?
And that is illegal, so better hope the coast guard or game warden don't sneak up behind you or you will face a hefty fine.

According to Silence of the Lambs you can. You stun the fish and them catch them when they float. But it's poaching.
