You have several options:
1. Try buyandsellph.com for used telescopes. They'll probably be your best bet as far as cost is concerned.
2. Try ebay.com or ebay.com.ph for cheaper, new stuff if you're able to buy with a credit card (your computer is secure, free from spyware, trojans, etc.)
3. For astronomy kits that are made of whole science kits for kids, try the children's educational suppliers section at the yellow pages or www.eyp.ph.

Good for you for wanting to nurture your child in astronomy! I wouldn't recommend buying a telescope for such a young child as the cheap ones generally yield unexciting results. I would, however, see if there are an observatories in your area open to the public, or an astronomical club that holds star parties, and take your child there to look through bigger telescopes.
When he or she is a little older you might want to buy a pair of inexpensive binoculars. I'd hold off on a decent telescope until the child is about 5 or 6 unless you want to buy one for yourself to use in the meantime.
In the US you can buy a used telescope of decent size and quality for about $150, I'm sure they are cheaper in your part of the world but I wouldn't know where to get them. Perhaps contact Celestron or Meade or go to their website at www.celestron.com or www.meade.com and look for dealers ion your area.
I would get your child a book on outerspace with pleanty of photos of galaxies and planets....and those glow in the dark stars and planets that stick on the wall and ceiling.

dont go for table top beginner cheap telescopes like tasco, the optics are usless. get a pair of decent binoculars with bak 4 coatings. 11x70 would be a good start and a tripod. or a 4 inch reflector made by an astromony optics company, there are a few decent russian companies which arent too expensive. dont get a second hand schmidt cassegrain unless its from a reputable dealer.
