And what kind of rates per minute can I expect?

What about the other way around -- calling UAE from the United States. Where and how can one get the best quality and rate?

Just wanted to clarify, I already know about the online (Skype) options.

I wanted specifics on calling cards or other calling plans. I have no idea how that works in UAE.

see over here is uae there is nothing like 5 dh one hour call to usa
here the rates are fixed for every country i believe for usa its 2 dh permin
but if u r calling from usa to uae u can get a calling card for 5 dollars and can talk to person for one hour its cheap and easy to get in gas stations

If you have the internet mate, why don't you try SKYPE. If you both have internet connections you can talk for free and for as long as you like. If only one of you has an internet connection you can call normal landline phones, but for a price. Skype charge:
$0.27 per minute to ring via their service (from US to UAE) or $0.03 (from UAE to US). Check out their link for more info

The best one right now from my experience is voipfibre. I have used voipdiscount, actionvoip, skype, but nothing provides per second billing and cheapest rates to india. Call for 30 secs and pay for only 30 secs. frikkn amazing. Go with this one

If they have a broadband connection and a headset, try Skype. SkypeOut will even let you call to a regular phone for a very good rate, and the quality is surprisingly good.

you got to get a voice-over IP phone, if you have internet access! Then its free- you just get a local USA number in the UAE, so anyone can call you from the USA like they are dialing locally. Ask around- they're not quite legal- but I couldn't survive without mine!
