DVD's have 5 channels worth sound.. like stereo has 2 hcannels.. that's why when you play a DVD, it gives audio from all the five speakers.. But in the case of Mp3, it is a stereo format.. and hence has audio only for 2 speakers.. which is 2.1
the .1 refers to the sub woofer.. and whatever you play the sub would always be on.. unless you turn it off..
The radio should also be playing in stereo unless you are using Dolby pro Logic. which creates the 5.1 audio froma stereo source.. You might have turned it off while playing the mp3 CD.
OR your Player just cannot run Dolby Prologic for an Mp3 Cd.

Actually in mp3 technology the files are copressed in a format results quality loss, which can be heard from good music systems hence only 2.1 can be generated while acd can create 5.1 channel music.
