how 2 convert my old VHS tapes into VCD or DVD?

You either use a video capture card (plenty of guides out there) or you use a DVD recorder. DVD recorders usually gives better quality, but more expensive.

You can either do it via a video capture card, or connect a VCR to a DVD-R to duplicate it there. Alternatively, you can go down to Sim Lim Square, I believe there are shops there to do that for you at a price if you are just doing this once.
