Make sure everyone has enough to eat, boost education everywhere, promote green solutions and equal rights... get rid of nuclear weapons, then the other weapons as well...
I mean, you're going to have trouble staying dictator if you do these things, but I believe that they're needed...

Rid all governments of corruption ( I know, thats a hell of alot out of work politicians!!!!) to govern in your name.
Where do you start after that? There is so much that needs sorting out. For starters, if the whole world was under one government, get rid of National Armies and create a worldwide peacekeeping/defense force (Against rebel factions, criminals, aliens etc.. LOL)
Stop governments from spending their citizens money on stupid things. Look how much the EU waste on stupid projects like how long a banana has to be to legally be sold in the EU!!! Who cares, just sell them all.
Stop oil companies hoarding oil so they keep keep prices high and rip everyone off.
I could go on for ages, but I won't.
Shame we don't have an honest, incorruptable worldwide leader isn't it!!! :-(

Ban all religion. Without religion there would be no terrorism and no war. The mixture of religion and politics has caused problems throughout history. This earth would then be a much better place.

Teach people to be polite, considerable and nice to each other.
Show them how to respect the nature and protect all kinds of life.
Tell them that being selfish will only cause troubles and love is the substitute to all the pain.
Maybe then you should no longer need to be a dictator at all!!!
