Corruption in the world is caused by the belief that one is entitled to more than they are making and can only justify their behavior by illegal actions that take advantage of situations in which they can persuade victims into surrendering personal wealth by coercion or intimidation.

For instance:

Let us take the position that you are a police officier in Mexico. You see that a tourist had broken some type of law...such as "speeding".

You give the tourist the option of "Paying in Cash" for the crime or taking them to jail and all that will entail. Most tourists would rather pay the fine instead of going to jail. This is corruption, because the police officier is gaining personal wealth through the threat of doing time in a foreign jail.

One last example:

Imagine that somebody wants to do business in your country and in order to accomplish that goal he has to pay inspectors and politicians extra fees in order to process the paper work that requires the expansion of his business into that country. If he pays a "processing fee" he is told that his business plan would pass all inspections quickly and be approved immediently.

However if he did not...well, then it could take months or even years because of all the "red-tape" involved in the decisions that would have to be made, and there is a great chance that the business would probably never be allowed to be opened up without the processing fee.

So corruption happens, in politics and business for personal gain all over the world. The costs are passed on to the consumers, because they are the ones that ultimately pay those expenses.
