Is the neighbor really insane? If so, you could find help for them. But if he's not insane and just bought a dog to eat, I don't see what the problem is. I view dogs the same as any other animal. If you can eat a cow, what's wrong with your neighbor eating a dog? Cows are more sacred to some than dogs are.

if your neighbor is korean or maybe east asian i wouldnt worry cos they like to eat dogs so he's prob had himself a little treat but if they white or black i'd worry cos they dont normally eat dog and prob dont know how to cook it propally and if thats the case best you go check on them make sure they aint poisoned themselves
