Assassination is when a person is targeted so that their death WILL get noticed often for political or financial gain while murder merely happens. It can be argued that any pre-planned killing is an assassination but most people prefer to reserve the term for someone of status mostly in the political community. Planning & Logistics play into the argument. An example, the killing of John F Kennedy was an assasination while the death of Mayor Moscone & Supervisor Harvey Milk at the hands of Dan White was a murder - - - Dan White's goal was fueled by personal hatred for the two. If it makes matters easy just figure anyone elected or appointed to civil service is considered to be assasinated when their death is intended to send a clear message. (Wester Union was quick but didn't have as great an effect)

If you are really really important, then you are assassinated. Usually that requires a significant impact on the community. If you are not that important you are murdered.

Of course, for crimes committed by governments, they always call it an assassination, since it does not sound very good to say you ordered a murder. For examples see Israel and targeted assassinations.
