I think Russia has the most advanced space technology. Russia has the most successful space launches - about 50% of the total number. I think that as the government increases the funding the technology will only get better.
Also Russia had the longest functioning space station Mir which was used for about 15 years.
The competition is mostly between Russia and US. Other countries are still quite far behind. China has launched a person into space only recently and it will not be the leader anytime soon.

They are working on a next generation ship called Kliper.
US Space program has been mostly at standstill recently with not much being achieved. Despite the huge budget there has not been a lot of success.

The most advanced technology is used by the US for sure. Their problem is the Space Shuttle, that's in fact just too complicated (and way too expensive). That makes the risk of things going wrong largely greater. But as long as the US can keep the space shuttle flying, they will stay on top. And even if they don't succeed in that, their space research will not stop, because that's lots more than just shooting a rocket in the sky. This comprises things like telescope projects and all other kinds of research that can't be done on earth. Large scale projects are very hard to accomplish without a space shuttle though.
But ESA also makes very high technology satellites and such. I think they still come before the Russians. The Russians do launch a lot of rockets because theirs are safe and simple, but they mostly bring commercial satellites into the sky. There's not much technology involved in that compared to whats the payload. They have advanced technology, but not the budget to exploit it. China is not really there yet, but they will work hard to try to climb at least a few steps the coming decennia.

At the moment, and for the near future, the USA is the leader in space technology. The chinese are making great strides, but got into the game very late, and are still behind on technology and manufacturing ability. Russia dosen't have the money to be a major player in the space race, and the EU is spending it's time and money on smaller scale projects. But the USA is resting on it's laurels. If NASA dosen't find a clear mission to devote it's efforts toward, they could very well fall behind.

USA of course leads space travel, research, technology and explorations. The americans landed the moon first. Russia is 2nd while China is just currently trying to step into the fashion.

USA is the only one to put a man on the moon. USA is the only nation to build a space shuttle to carry humans and large payloads into orbit.
