i think what there asking is how much of the 10% solution plus another solution, lets say water, is needed to make 100 mls of 7% solution. so you dilute down 10% of something to make it 7% but it has to equal 100 mls

That's not a proper question.
No mater how much you poor from a 10 % solution it will be a 10% solution.

What's the other stuff?

70 mls 10% + 30 mls 0% would do the trick.

70mls is correct. add 30mls of water, if it's water your dealing with.
