A pimp is a man who acts as an agent for a prostitute. Typically, he gets all her money, and she gets maybe a small allowance back. Often, all she gets is a drug habit.
"Retarded" is an obsolete term for someone who is now called developmentally disabled. To "retard" something is to hold it back; the implication is that a retarded person is held back, kept from winning the race, like that. In fact, it is usually a brain defect or damage, or sometimes the neurochemistry that connects the brain to the rest of the body. It means a person is slow to learn, and probably cannot learn certain things. "Retarded" was considered a major improvement over the earlier terms of "idiot" and "moron." I remember when there were several categories which supposedly corresponded to different IQ levels; but then IQ tests are only accurate (at measuring what, exactly? How well a person takes an IQ test, really) in the middle ranges. Very high or very low cannot be measured accurately on the same scale as those toward the middle.
So, in brief, "retarded" is a slightly more sophisticated term than "stupid," but means much the same thing.

a pimp is a person who "owns" prostitutes for a living. Being pimp can mean you get all the ladies. Pimp can also just be used instead of cool, as well as bunches of other meanings.
retarded is the adjective version of a retard, someone with a mental handicap, usually defined as an IQ below 80. Used as meaning "stupid"
