probably, but you might have to pay them a bit if theyre mean. Usually theyre happy to have people trying it out.

In my hometown there is one shop that specializes in blown glass that offers people with no experience the chance to enjoy the art of glass blowing. I don't imagine they'll let get right on it but in time you may be able to work on your own creations.
If there is a facility in your town you might ask them about a similar project or you might check with a local community college that offers courses in glass blowing.
You might also try a sign company, they often have a workshop where an artisan will create blown glass rods for neon work.

All you can do is ask them, I would allow you to if I owned a glass blowing shop, but I would charge you too, whatever you could afford. I'm not greedy, but they might be.

It wouldn't hurt to go ask them. Offer a small fee or something that will make them more open to the idea.
