Depends on your definition of Great and, I suppose king. Alexander the Great achieved great deal in terms of territorial conquest ..so did Genghis Khan but at the cost of great personal suffering. Napoleon Boneparte probably did more to shape 19th century Europe and develop his country than any "modern" day monarch. He came from next to nothing. Made himself and his family the rulers of half of the civilised world, brought order and for a time a degree of prosperity to the country though he blew it in the end. If greatness is about achieving a great deal of positive good for the country without harming others then you have to look to the girls. Catherine the Great of Russia or Elizabeth 1st of England.

oh...and a word for the underdog....Louis XVI of France. Inherited a mess and did his best to do the right thing. Lost his crown and life because he refused to let the troops fire on the people. Now that is a great man if not a great king, imho.
