I don't know, but here in America there were some native tribes who had folks with very light hair, even before the europeans landed and mixed things up. I would imagine the causes could be similar. I know that doesn't answer your question, but maybe it'll help in some way.

They may be albinos. There are albinos of all races and they all have light skin and blonde hair. Or perhaps these blonde aborigines are actually of mixed race and had a white ancestor at some point.

I don't think there are very many aborigines in Australia. But if he or she has blonde hair she not all aborigine, maybe just a quarter or less.
