Try a cucumber patch over both eyes before bed. It will help reduce swelling.
I have found, too, that my bags are worse when I have had too much sleep. Maybe that is something to consider.

Leave metal spoons in the freezr over night and in the morning press the curved part to the bags under you eyes for a couple minutes.
Or you can try spreading preparation h there but that burns.

cucumber slices on the eyes will help reduce the size of the bags, as well as cold compresses. To help make your eyes look more awake use light colored neutral shadows & a white eye liner(I know white eye liner sounds ick, but it really does work).

Try MAC's Fast Response Eye Gel. It gets rid of any inflammation under the eyes.
You can also try a dab of Preparation H just make sure it's new! This may sound crazy but it works.

Yes, get enough sleep, but don't force yourself to sleep when you're fully awake. When it's time for bed, your body will let you know. Also, drink plenty of water during the day.

cold witch hazel soaked in cotton wool, as eye compresses for ten minutes, but ifthey r a continual problem and you r otherwise doing all the right things healthwise, then consider a lower eye, lift, relatively painless and hardly noticable within days, it worked for me

I usually just spread cover up and/or toner underneath my eyes so I look refreshed and well rested. It seems to work pretty well =)
