Is the first 2 weeks of December the peak period in Las Vegas ?
Will I be able to check in without any reservations for December ?

Any hotel recomendations fora budget of $40 - $60 ?

The peak times are during holiday weekends, spring break, or whenever there are conventions in town, which varies. You should NEVER try to find a room without reserving ahead in Las Vegas unless you want to end up wasting hours finding a dump or something very overpriced. You're on a tight budget (average rooms are about double your quote), but you have loads of time to find something. I recommend checking for best rates directly at the websites of:
STRIP - Imperial Palace, Stratosphere, Casino Royale, Sahara, Riviera, Tropicana, Stardust.
DOWNTOWN - Plaza, Golden Gate, Fitzgerald's, Las Vegas Club
These run from kinda shabby to fairly decent. You can link directly to their websites from http://www.cheapovegas.com which also has maps and good information for visitors. More info at the sites below, which are the best for up-to-date information.

The Staions Casinos, always have specials, the prices vary each day. Check out Sunset Station or Boulder Station for the best deals. I moved away, but I get the postcards from them around the holidays, and it shows the calendar and room rates each day, weekends of course higher.

That time period is usually the Rodeo Championship so I would say book as early as possible (like right now).
