Principles are rules you live by. Rules are principles you try to force others to live by.

From what I have seen, these phrases do not have universally agreed upon definitions among philosophers. I'll take a stab at a couple of useful-ish definitions.

Generally it seems to me that a rule is (according to a particular theory or hypothesis) supposed to hold either with certainty or always (under specific circumstances).

A principle may or may not hold universally or in all cases, yet is broader and more general than a "rule" and covers more cases. A principle also cannot typically be stated in one simple formula (i.e., is a composite of multiple rules, etc.).

I would bet that there are more technical definitions within the scientific community, and would recommend that you re-post your question under a science topic.
