Beyond a doubt the best replay value I ever got out of a video game was Half-life.
It was released in 1998 and I still play TFC on a regular bases.

It's a four way tie between Shinobi-sega, any Mario game, Metroid, and I also loved um...Mortal Kombat. When I did play these games I made it to the end or kicked some serious butt.

GTA San Andreas. I think this game is lots of fun. It took me a long time to beat it, lots of stress & frustration, but I enjoyed the challenging missions.
Other games:
Half Life 2
Call of Duty 2
World of Warcraft

Sid Meier's Alpha Centauri.
It's showing its age these days, but as far as I'm concerned, it's still the best turn-based strategy game ever.
Go Sid!
