A penis getting hard doesn't sound normal. And if it's always getting wet, better check to see if you have holes on the side.

Going into puberty I had the same problem. My doctor just told me to constantly choke it when it was hard. Beat it up and choke it, he will get really wet then, but will go limp for awhile.

it's called arousal and there are several methods to remedy it, but no permanent cure.
