Should you start slowing down as soon as you see it or after you enter it? How far must you be able to see to read a speed limit sign legally?

Legally, you must be slowed down the the new speed limit by the time you reach the new speed limit sign, because that is where the new speed limit takes effect.

As for the other other part of your question, I'm not quite sure I understand what exactly you are asking. I'll give it a shot, though. When a change in speed limit sign is posted that reduces the speed limit, it cannot be obscured for a distance that will allow for safe decelaration of the vehicle from the higher speed limit to the lower one. In other words, you have to have enough time to slow down to the new speed limit once you see the sign. Since it doesn't take far for a vehicle to safely decelerate 10 mph, then the distance will not be a very long one.

Your speed must be legal when you past the sign, so whether you saw it a few hundred metres in front or you've just spotted it, you must reduce your speed (unless unsafe) to the legal requirement as per the limit sign.

I believe you should adjust your speed when you see the sign; and have arrived at the change prior to passing the sign.

If you are travelling out of state, it really doesn't matter. If you are in your own state, you should slow down when you pass the sign.

When I drive I have to practice my defensive technique at all time. The minute I am in my car I have to tell myself that my life is on stake and I can hit someone and get into any accident so I really had to use my common sens and use it as fast as I can.I also believe that We can prevent accident from happening.
