I have to pay some stuff right now by check but I have used all of my blank checks. Can I create my own blank checks ?

you can write a check on a blank piece of paper. Legally, you're perfectly allowed to do that. You need to put on it all the information on a normal check. (your bank account information, amount you give the other guy, names of both guys, date, place and signature)

HOWEVER : most banks charge extra money if you write that kind of check.

In theory, yes; you can create a check out of anything if it has the right information on it. The bank may refuse to honor it, however.
