I like this guy that i work with and i don't want to come on all strong at once but he's leaving for the navy soon and i at least want to tell him how i feel

First and foremost you must ask yourself why you need to do this.
He will be in the Navy for the next four years or longer if he chooses. If he has no idea of what you feel what would telling him now do?

The hope for a relationship went away when he signed up. If you had told him before things may have been different.

There is a good chance he will be assigned to a ship. If so he will be gone, at minimum, 7 months at a time.

How close are you with him now? My guess not close or you would tell him to his face. He will be flattered, he won't bite, and he may have the same feelings for you but, like you, has been afraid to say anything. never know until you ask.

Talk to him, forget the letter. It will mean a lot more to him.

I wanted you to know something before you leave. I want you to know that I ...........(whatever you feel).......and that I hope you feel the same way. If you don't feel the same way I will be fine just make sure that you let me know. I will always be there for you if you need a friend. Sweety for get the letter...Go right up to him and tell him you would like to take him out for either a cup of coffee or a drink...And then let him know the way you feel about him...You really don't have alot of time to be messing with a letter...There nothing wrong with asking him out before he leave for the navy...I say,Go for it and don't waste time...

Dear Seaman,

Always remember - don't ask - don't tell - is in full effect in the Navy.

holy crap. well as a writer, this is pretty cool for me. here goes nothing...

go for the gold. don't hold back, dont beat around the bush, but be romantic about it... that's the point of a letter. it says things that you can't. you don't have to be smooth or shy about it.
