russia is in finanacial ruins and Us is now setting up oil and military bases in afganistan, sea of japan , iraq and within few yrs will have control bases through out the world

The US by far. Russia's military is in shambles. I would say that the UK and France are next on the list. Perhaps China for sheer numbers (not technology)
