Texture of hair temporarily changes when the tops have been 'beheaded' if you will, particularly with shaving.
Normally hair ends taper off to slender and soft points of strands. With shaving, the ends become bristly and squared off at the top, so the texture is a bit odd. As it grows out and and gets longer, the bristliness from the abrupt points seem smoother and softer because you begin to feel more of the body of the hair.
Over time, the hair follicles resume regular dormant and growth cycles, so new hairs will have the soft baby hair tips again. If you have very coarse hair, at least the new growth won't have the softer tapered ends removed.
People who wax or use chemical depilatory methods will also feel coarseness as the bristly short new growth comes in, but it will still feel softer than tips of hairs that are chopped off at the end from shaving. (eg, a five o'clock shadow on a guy will fill stubbly, but new growth that hasn't been shaved will feel a bit softer)

Shaving doesn't change the nature of your hair. If you let it grow long it won't be so bristly. But remember that you're at an age when for the first time hormones are really affecting your hair growth and you may well be getting much more hair growth which would have been increasing whether or not you were shaving it. Basically, you get hair growth because your levels of testosterone are increaasing. And even if you're a girl, that means that you can look for hair growth on your legs, possibly on your chest and almost certainly on your upper lip. Some girls have almost as much hair in these areas as most guys. As far as your face is concerned, the best way of dealing with it is with a men's-type electric razor. But don't try that on the other areas -- they're only good for very very short hair that's never allowed to get longer than stubble.

You need to wait and let your hair grow out. Of course it is going to be rough because when you shave it cuts the hair off, just like shaving your legs. When it gets long enough you should go get it waxed. When you wax it pulls it out from the root instead of leaving it rough and when it grows back it will feel normal. If you don't want arm hair keep waxing your arms and it will grow back thinner and finer.

My name is Nicole and I can realte to you. I have been shaving my arms for 3 years. I regret it too because it is so much of a hassle. Maybe you can think about that laser hair removal. But if your trying to get it feeling back to normal, sorry, I don't know that either. But hopefully someone will leave a good message that can help the both of us.

I shaved my arms a couple of times when I was about 12. It grows back. Give it some time. They will soften up. Put lotion on your arms and try to ignore the scratchy feeling. Don't shave anymore. I have normal arm hairs. I am sure you will be fine. Don't worry.

They will become normal again. I have shaved mine too before. Just give it time they will be fine right now they just seem so stubbly because they are so short. When they get longer they won't seem so bad.

They will get normal again don't worry, it may take several days, or a week or so, depending on how slow/quick your hair grows. In future you should try waxing your arms, my sister does this and it's heaps smoother especially with the re-growth.

yes your arm hair will grow back to normal! i would say in two months they will look like they did before you shaved. I used to shave mine too

well it is said that when you shave your arms they will come in thicker and more coarse. That is why you shouldn't shave but you already found that out. All you can do is wait hon, because everyone is different. Good luck.

hi!
i know wat its like. it will be thicker n course than b4 but don't panic! mine happened the same way n then i waxed it n it was normal even when the hair grew back(it was softer n lighter). but if u have never tried waxing b4, better to go to professional cuz this time it 'll be difficult to get rid of it. later on u can do it urself.
