If they say it too many times you negate the possibility of it happening again. If someone is truly sorry for something they are DOING....they stop doing it. If they are truly sorry for something they have DONE they don't do it again. Unless they are a child in which case they may do it repeatedly before learning the negative responses are unpleasant. Peace to you from frogspeaceflower. If you feel they are truly sincere and just trying to make you feel better (through no fault of their own) you say thank you.

I make it like it was nothing. They are sorry - and usually when it is small enough of a thing for them to apologize like that, it makes it all better! Usually it is something that was not offensive to begin with. Go figure :)

Depends on how they say it. Are they saying it sarcastically or are they saying it sincerely. No answer if sarcastic but thanks or thank you if sincerely.
