Do you know the name of this online game?

I remember playing some government-related game when I was on webtv. You joined a country and you were a citizen. I want to say the name was "Citizen" or "Community" or something like that, but I'm not sure. You see, I've suddenly developed an urge to take over the world with Iceland, and noone around here wants to play Risk.

I remember it had some hunting game which you'd play to accumulate money or something like that. Do you know what I'm talking about? If so, please provide a link.

I remember back when I played it, the webmaster was losing interest, so it might have flopped. But it's hard to be sure since I don't the name of it.
